The pilot supports up to 20,000 visas.
The list of participating agencies has now been published, and there are eleven of them. Two details decide whether this applies to you: you have to book through one of those eleven, and your travel — not your booking — has to fall between 1 August and 31 October 2026.
What Abu Dhabi Is Offering
Under the programme, DCT Abu Dhabi covers the full cost of the UAE entry visa for eligible bookings made through participating travel partners and online travel agencies. You do not pay a separate visa fee on top of the holiday package, provided the booking meets the requirements.
It is a tourism incentive rather than a change to UAE visa rules. Nothing about the visa itself is different — the eligibility criteria, the validity and the entry process are unchanged. What changes is who pays for it.
This is a paid-for fee, not a visa waiver. You still need a UAE entry visa and it still has to be applied for and approved. Abu Dhabi is picking up the cost, which means an application can still be refused on its own merits.

Royal Tours and Aaryan Leisure do not publish a booking site we could verify, so approach those by phone or through a branch rather than a search result. Whichever partner you use, confirm before paying that the booking is being made under the DCT Abu Dhabi visa programme.
The list may grow during the pilot, so it is worth asking an agency directly rather than assuming it is out. What you should not do is take a general claim of an Abu Dhabi visa offer at face value from an operator that is not on this list.
Who Qualifies
The scheme is open to all Indian passport holders. There is no separate eligibility test beyond the booking itself, which makes the conditions short:
- Book through one of the 11 participating partners. Independent bookings are outside the scheme.
- Stay at least three nights in Abu Dhabi. The nights must be in Abu Dhabi, not elsewhere in the UAE.
- Travel between 1 August and 31 October 2026. This is the condition most likely to catch people out, and it has its own section below.
There is no limit on how many complimentary visas can be issued per booking or per family, provided every traveller meets those requirements. A family of four on one qualifying package is four covered visas, not one.
Travel Dates, Not Booking Dates
The 1 August to 31 October window applies to when you travel, not when you book. DCT Abu Dhabi has been explicit about this: all travel under the programme must take place by 31 October 2026.
Booking an eligible package before the deadline, or having the visa issued before the deadline, does not qualify you if the trip itself happens in November or later. If you are planning a winter holiday in Abu Dhabi, this programme does not cover it, whatever a booking page implies.
Check the return date, not the booking date. A trip departing in late October has to be back within the window as well. If your itinerary straddles the end of the month, ask the agency in writing whether the booking still qualifies before you pay.
How to Actually Get It
You do not apply for this yourself. The 30-day tourist visa is issued through the travel operator, under one of two arrangements. Participating companies can work through a destination management company appointed by DCT Abu Dhabi, in which case the department covers the visa cost directly. Alternatively they can continue with their existing destination management company, and DCT Abu Dhabi reimburses Dh285 for each visa issued.
From the traveller's point of view the practical steps are short:
- Book with one of the 11 named partners. Not every agency selling Abu Dhabi packages is in the scheme, so check the list above and confirm with the agency.
- Confirm the itinerary meets the conditions before you pay — three nights in Abu Dhabi, and travel completed by 31 October 2026.
- Get the visa inclusion in writing. A line in the booking confirmation stating that the UAE entry visa is included at no cost is worth more than a verbal assurance at the counter.
- Check the package price against the alternative — the same hotel and flights booked separately, plus a visa at its normal cost. That comparison is the only way to see whether the saving reaches you.
- Allow the normal processing time. Applications follow standard UAE immigration timelines. There is no expedited track under this programme, so do not leave the application to the last fortnight.
What the Free Visa Is Worth
Dh285 is the figure DCT Abu Dhabi reimburses per visa, which makes it a fair benchmark for what is being covered. In rupee terms that is roughly ₹6,500 to ₹7,000 at current rates, depending on the exchange rate on the day.
For a couple travelling together, the covered fees are the better part of ₹14,000. That is a genuine saving on a short holiday, and it is the reason to take the offer seriously rather than dismiss it as marketing.
Compare the total, not the label. A package advertised with a free visa is only cheaper if the rest of the price is competitive. Price the same trip independently once, then decide. A saving of Dh285 is easily absorbed by a hotel rate that is a few thousand rupees above market.
What It Does Not Cover
The programme covers the entry visa fee. It does not make the visa automatic, and it does not touch anything else about the trip. Your flights, hotel, insurance and any service charge the agency levies are all still yours to pay.
It also has no effect on longer-stay UAE visas. The 20,000 Cap
The pilot supports up to 20,000 visas across three months. That is a finite allocation, and it means the closing date is not the only way the offer can end. If uptake is strong, it can be exhausted before 31 October.
The practical reading: if an Abu Dhabi trip was already on your list for this autumn, there is no advantage in waiting. If it was not, a covered visa fee is a poor reason on its own to book a holiday you had not planned.
Whether the scheme continues past 31 October has not been decided. DCT Abu Dhabi has said the pilot will be assessed after October 2026 before any decision on next steps, so plan on the current window rather than an extension.
DCT Abu Dhabi describes the initiative as part of its continued engagement with the Indian market, following work on air connectivity and travel trade partnerships. Mistakes to Avoid
- Booking the hotel direct and expecting the visa free. The booking channel is a condition, not a formality.
- Booking before the deadline but travelling after it. The window is the travel period. A November trip does not qualify however early you book.
- Splitting the three nights. Two nights in Abu Dhabi and one in Dubai does not meet a three-night minimum in Abu Dhabi.
- Assuming every agency is in the scheme. Eleven are named. Ask, and get the answer in writing.
- Treating a covered fee as a guaranteed visa. Applications are still assessed normally.
- Paying in full before the visa is confirmed without knowing what happens to your booking if it is refused.
- Leaving the application late. Processing runs to standard timelines, and the allocation is capped at 20,000.
